The history of self-defense weapons in Forrest City, Arkansas begins with the arrival of firearms in the town in 1881. At that time, Forrest City was a small stop on the Underground Railroad and many fugitive slaves used the town as a safe haven. The gunslinger Jesse James rode into Forrest City to buy some supplies on his way to freedom in 1882, and he found an old blacksmith shop along Main Street. The blacksmith there made rifles and shotguns for local farmers and ranchers, which helped keep the town safe from raiders during the early days of prohibition. In 1907, Forrest City became home to its first police department when Captain W.H. Newton moved from Memphis to take over operations from Deputy Sheriff John Millington. In 1919, Mayor Averill Halsey appointed retired Lieutenant Colonel Harry Daugherty as city marshal after discovering that county sheriff John Ladd had been using tax dollars to buy weapons for his personal use. Daugherty began working day and night creating a new police force which would serve both the city and surrounding counties. By 1924, all but two of the original officers had retired or died within six years due to age or health problems. In 1933, Mayor J B Pritzker ordered the opening of a new courthouse which served as both courtroom and law enforcement center for much of downtown Forrest City until it closed in 1978 due to budget cuts. That same year saw the creation of what is now known as Court Square Park next door to Municipal Hall where regular meetings were held until 1938 when they were relocated out of central business district concerns about possible violence associated with municipal meetings at that time (Municipal Hall was also then used by law enforcement). In 1949, Mayor Harry S Truman appointed Judge Edward Upham as city attorney after realizing that one county judge was not able to handle all aspects of justice because he did not have any experience with criminal prosecution or appellate court work (Upham later became mayor himself). Upham tasked Assistant District Attorney Elmer Reeves with developing guidelines for how citizens could protect themselves against crime while maintaining order within their neighborhoods (Reeves eventually became Chief Justice Emeritus at Arkansas Supreme Court). "From 1951 through 1974 [Reeves] supervised all prosecutions in civil cases outside felony jurisdiction; this involved handgun prosecutions utilizing Bureau marksmanship training." The 1960s saw more changes occur within Fort Smith County including annexation by neighboring rural Counties Ford & Cocke County giving rise assorted growth spurt throughout downtown properties prices increased exponentially nearly doubling between 1961-1968 resulting largely in restored/maintained prewar condition much like most American cities during this period
Forrest City is a small town in Pulaski County, Arkansas. The population was 1,818 at the 2010 census. It is part of the Little Rock–North Little Rock–Central Arkansas metropolitan area. Forrest City is located on the banks of theArkansas River and has a downtown complex with a movie theater, grocery store, bank, and other businesses. The settlement started as a cattle ranching community in 1901. The first post office was established in 1902. In 1916, Forrest City became an incorporated municipality. The population declined during World War II because of military hostilities; however, it increased following the war's end. In 1970, Forrest City became an unincorporated community again. In 2000, First National Bank merged with UBS Chase & Co., forming what is now known as United Banks of Arkansas Incorporated (UBA). UBA purchased several properties in downtown Forrest City from American National Corporation for $1 million in 2002. These properties include two shopping centers and a major industrial park that includes five manufacturing plants and over 100 acres (40 hectares) of land used for agricultural purposes. According to the 2010 census, Forrest City has 1,818 residents; however real estate values have more than doubled since 2000 due to growth in job opportunities and development by both public and private entities throughout Pulaski County as well as nearby counties such as Stonehill and Crawfordville which all share some linkages to Forrest City through their economies or infrastructure investments
