Tasers have been around for over 20 years and we can date their beginnings to the early days of firearms when they were primarily used as museum pieces. In May of 1995, the Arkansas Legislature passed a bill that made tasers available to law enforcement officers in Benton County. The legislation was modeled after similar laws passed in other states and it limited the use of tasers to cases where there was a “reasonable belief” that the person being attacked posed a threat to themselves or others. The first example of an officer using a Taser on someone in Benton County occurred on September 1, 1995 when Officer Randy Kapp used one against Randall Garrison who had threatened him with a knife. At first, Kapp thought Garrison was unarmed and did not believe he could pose a threat. After handcuffing Garrison, he realized that Garrison had held a sharp object at his side which made it difficult for him to control his weapon. Kapp believed that if he didn’t use the Taser then Garrison would likely kill him and decided there was no other option but to deadly force. Benton, Arkansas is a small town in Pulaski County, Arkansas, United States. The population was 1,827 at the 2010 census. It is part of the Fort Smith–Pulaski, AR-OK Metropolitan Statistical Area. The town was founded in 1907 by John Benton and his wife Minerva. The name Benton comes from the Creek word "ben" meaning "place." Benton also operated a post office from 1907 to 1912. In 1912, Benton acquired the land east of what is now Benton and developed it into a small town named after him. The first store in Bendon opened in 1914. By 1920, there were six businesses in the town. In 1930, the community had grown to fourteen businesses and 2,000 residents when it lost its post office to Fort Smith and became an incorporated city under Arkansas state law. In 1945-46 Bendon annexed part of neighboring Sulphur Springs which had a population of 590 people when it merged with Bendon but no other changes occurred until 1984 when Sulphur Springs reverted to unincorporated territory within Bendon again becoming an agricultural center with about fifty households and one business that year before being abandoned again by 2001 due to decline in population growth rates within that area as well as lack of commercial opportunities for farmers thereabouts

Benton, Arkansas is a small town in Pulaski County, Arkansas. The population was 1,829 at the 2010 census. It is part of the Little Rock–North Little Rock–Conway, AR Combined Statistical Area. The town was founded in 1882 by two brothers named Benton and William Benton. The first permanent settler in Benton was James Safford who arrived in 1881. He had a log cabin built on the south side of what is now downtown Benton and it served as the nucleus for the community until it burned down in 1886. In 1892, one of James Safford's daughters married John Aiken and they started an agricultural company that became one of the most successful in Arkansas. They also donated land to build the first high school which opened in 1903. The post office at Benton was established on July 4, 1893. It was moved to its current location on Main Street in 1905 following a fire that destroyed much of downtown Bendon. The first store at this location was Royer's General Store which operated from 1907-1911 before being bought by J H Holbrook who operated it from 1911-1920 before closing it due to World War I shortages of goods nationally. The population of Benton grew rapidly during World War II with many people coming through town for military service or business reasons; however, there were no services available to support these growth rates so most people either stopped living or left when war ended. After hostilities ended, many new businesses and homes were constructed along with new streets and squares that served as central points for activity throughout thetown during its early years while larger development took place outside its boundaries later on (e.g., Interstate 55/Arkansas Avenue). In 1950s and 1960s many residents voted to incorporate into Pulaski County but efforts by county officials to change zoning regulations resulted in much protest from locals who felt their rights were being violated; ultimately incorporation occurred c1974 after more than three years of local effort without success.. In 1984 a tornado struck downtownbending all but two buildings within five blocks including what is now home plate at Pinnacle Bank Stadium; damage estimates ranged anywhere from $50K-$150K with few injuries reported however over 100% loss resulted making it one of Arkansass worst natural disasters ever with some estimate placing its total value at $500M+. As resultofthe tragedy several initiatives such as increased funds for emergency preparedness and insurance coverage were enacted including creationofthe National Disaster Preparedness Center where damage assessments are currently done twice per month Today numerous businesses provide essential services such as retail stores, restaurants, churches etc.; primary economic drivers have been job growth (+15%)and government services (-10%) although some residential neighborhoods continue to experience erosion due largelyto crime rates which have risen slightly since 2000
Benton is located in the northwest corner of Arkansas, bordered by Texas to the north and east, Missouri to the south and west, and Arkansas to the northwest. The city was founded in 1887 by J. M. Benton and named for him. It grew rapidly during the early years of its development, thanks in part to its location on a main route connecting Fort Smith with Little Rock. In 1935, Benton became one of the first cities in Arkansas to be incorporated as a result of statehood.
