The name change came about because Pulaski County became one of nine counties formed from parts of Arkansas after the Louisiana Purchase in 1803. racist policies that were implemented during World War II led to increased tension and discrimination against African Americans in Belle Vista and other towns throughout Arkansas; this culminated with the bus boycott campaign that started in 1941 and finished two years later when black residents were refused service on local buses as a result of segregated seating laws enacted by then-Governor Orval Faubus. Belle Vista began to grow rapidly following its incorporation as a town on July 1, 1958. By 1970, the population had reached 2,500 inhabitants; however, rapid growth continued until 1975 when limited housing development caused a decrease in population density which contributed to high school overcrowding issues which led to strikes by teachers over pay and health benefits; these protests also served as a means for organizing community members around agenda items such as traffic congestion or improving access to education opportunities for all citizens. In 1978, following passage of the state Constitution altering voting rights statewide from men only until age twenty-one,[5] most white male citizens who had not left Belle Vista before 1977 voted against incorporation into Pulaski County; this effectively ended any chance for blacks to gain representation within their own government through municipal elections up until present day due mainly to lack of resources available outside Pulaski County despite efforts by elected officials including current Mayor Donovan Sellers[6][7]. Although annexation into neighboring Jonesboro failed due largely to political boundaries changes resulting from federal funding awards given primarily towards rural municipalities,[8] it did bring new life and hope back into Bellevisian hearts.[9][10]

In 1912 there were only 808 residents living in Bella Vista when it incorporated as a village under the name of "Bella Vista". On January 2nd 1920 Bellvista voters passed an ordinance making it an all inclusive city which included rural areas adjacent to town limits as well as parts of Decatur Township including what are now communities such as Roslyn and White Rock Springs within town boundaries In 1932 Bellvista voters ratified a charter amendment creating its own school board On April 27th 1960Bellvista citizens passed an ordinance annexing part of Decatur Township including present day White Rock Springs into town limits

Bella Vista was founded in 1873 by John F. Bella and his wife, Sarah. The town was named for the Bella family's home on a ridge overlooking the Arkansas River. In 1907, the town had a population of 154 and was part of Pulaski County. In 1959, Bella Vista became a city with a population of 561.
