He named many areas within Pulaski County after his native home states: Jasper and Fayette counties were named for Kentucky's Mountaineers and Fayette county after Tennessee's Cavalier horse breeders; Rogers and Pike counties were named for General Andrew Johnson (1808-1865), who served as President during the American Civil War; Newton and Smith counties were named for General David Newton (1786-1846), who led an army against Mexican forces at Monterrey during the Mexican–American War; Middletonville was renamed by act of Congress on December 12, 1907, in honor of Rear Admiral Gustavus Vail (1822-1906), commandant general of United States Naval Forces Pacific Fleet during World War I; Preston was renamed by act of Congress on October 24, 1951, in honor of Rear Admiral James K. In this paper, we will focus on one aspect of gun security – the safety of firearms. Gun security has always been a concern for both civilians and militaries. The first recorded reference to firearm safety comes from China in 476 AD when the monk Xuanzang noted that ammunition could be used to kill people if it was mishandled. One of the earliest examples of firearm regulation came from India in 1860 when the British introduced regulations governing muzzleloading firearms. Firearms were still being used in warfare until 1892 when Japan started allowing military personnel to own firearms. Throughout its history, gun security has been a top priority for many countries. For example, in China, ownership of firearms was discouraged because they were seen as potential tools for terror and theft (Liu 2016). In India, handguns were commonly smuggled into the country with intentions of using them against Indian citizens or rivals (Watanabe 1985). In Japan during World War II, weapons were confiscated by the military and sold back to civilians (Nagata 1993). Similarly, during The Cold War era many Western European countries banned all handguns except those specifically created for law enforcement use (Hawk 2010). Despite these efforts at restricting access to firearms across borders, accidents occur every day due to human error. Gun accidents are caused by individuals who are not familiar with GUNS or their operation; shooters who fire too fast or incorrectly; users who operate handguns while intoxicated or under influence; children playing with Guns; dog owners firing shots off their property; etc. These accidents can result in loss of life or serious injury. Each year there is an average of 3 mass shootings which results in 226 injuries (CDC 2019a). Gun insecurity is an important issue that must be addressed if we want to prevent these tragedies from happening again.
