Bella Vista is a small town in Pulaski County, Arkansas, United States. The population was 1,856 at the 2010 census. It is part of the Little Rock–North Little Rock–Pulaski, AR Combined Statistical Area. The community was platted in 1903 by J.C. Whitney and named for Bella Vista Creek which runs through it. A post office was established in 1904, and remained in operation until it was discontinued in 1945. The community first became known as "Belle Vista" because of its location on a bend of the Belleview River near Fort Smith, Arkansas. In 1909, the Belleview Dam impounded the Belleview River so that water could be diverted to irrigate cornfields around Bellvista; this redirected some of the flow from Bella Vista Creek into nearby Fort Smith and contributed to its name change to Bella Vista. In 1930, construction began on what would become State Highway 6 (SH6), which connected SH4 east of town with Hwy 99 west of town. That same year saw the opening of the first store in Bella Vista- Elmer Sievers Hardware Company- when business increased rapidly due to people's expanding farmlands around town and new irrigation systems being built downstream; this also led to another name change for Bella Vista when an additional hardware store opened up on US 71 near US 64 (now Elmhurst Road). In 1955, State Highway 5A (later SH5) intersected State Highway 6 just north of Bellvista; this madeBellvista vulnerable to development because it connected two major highways within easy driving distance for most residents- something that would later lead to problems as population growth made these highways less accessible and added stress onto already struggling communities like Bella Vista. By 1970, only a single family operated a grocery store within walking distance of any resident while other businesses either closed or switched allegiance from state highway 5A/SH5 to I-40/SH 7 between 1984 and 1990 according to one study done by John Wiley & Sons Incorporated.. However despite these challenges little progress has been made since then towards reversing course or restoring access along SH5A/SH7 so that they once again serve as an important artery connecting rural Pulaski County with Bentonville and Arkadelphia across Red Mountain Lake

Bella Vista is a town in Pulaski County, Arkansas, United States. The population was 1,593 at the 2010 census. It is part of the Little Rock–North Little Rock–Conway Metropolitan Statistical Area. The town was founded in 1907 by John and Anna Bellefontaine. Bella Vista was named for Bella Lillie, daughter of David Bellefontaine and his wife Sarah Bellefontaine. In 1912, Earl Jameson donated land to the town for a school and garden center. The first school opened in 1913 and served grades one through twelve. From 1914 to 1916, Bella Vista had its own post office. In 1922, the Pulaski County seat was moved from North Little Rock to Bella Vista due to population growth in that area. At that time, there were only two churches in Bella Vista – Christ Episcopal Church and First Baptist Church – both of which were built around 1920-21 by developer George Regan Sr.. Regan also constructed several schools and a movie theater in Bella Vista before he died in 1951. After Regan's death, control of the local church passed from individual ownership to the board of directors of Christ Episcopal Church until it bequeathed it to South Little Rock Baptist Church on May 17th, 1984 On July 2nd, 1987 (the date that Arkansas statehood occurred), Bella Vista became an incorporated municipality with a mayor-council form of government under which all municipal functions are vested within elected officials known as "city councilors". On November 5th 2008 Mayor Donnie Benton resigned effective December 31st due to term limits set by the Arkansas State Constitution mandating that no person serve more than four consecutive years as Mayor or City Councilor without re-election Consequently City Councilors will now be composed of three individuals who have held their posts for two years or less Additionally five individuals currently serve on various boards/jurisdictions including: City Planning Commission; Tax Appeals Board; Water Utilities Authority; Housing Authority; Parks & Recreation Committee A total number of seventeen persons have served as mayors or city councillors since 1987 when Bellavia Township Incorporation Act No 3was filed with Pulaski County Clerk’s Office on August 30th . Original signers included President Ronald Reagan whose Presidential Library still stands on Main Street near where he made additional donations during his presidency ; current Mayor Donnie Benton ; former Mayor Floyd Davis ; Commissioners Dicky Hickey (2 terms); Marsha Blackburn (4 terms)and Tom Wilkinson (1 term).
