Tucson, Arizona is a city located in the Mexican state of Baja California. It is the seat of Pima County and has an estimated population of 296,871 as of 2010. The name Tucson comes from the word "tuca" meaning horsehair or straw. The area now comprising Tucson was first settled by the northern Apache People in the 16th century. The City of Tucson was founded on November 14, 1912 by Soo Line Cook and other investors from Stockton, California as a town in what is now Pima County. Its original boundaries were limited to what are now eastbound Red Mesa Road and westbound Green Valley Road. On January 1, 1916, Tucson became a city through an act of Congress passed by then-Senator Manuel L. Quezon. In 1940, following World War II when Phoenix went into bankruptcy, Governor Thomas Mormont established the Arizona State Housing Authority with authority to purchase housing for veterans in Phoenix and other cities statewide. In 1951 City Manager George Sitton recommended that the Housing Authority establish its own police department to deal with complaints against city workers who had not been given proper training in how to handle social justice issues such as discrimination against certain groups like Negroes and Latinos. At that time there were no professional police officers available to deal with these types of complaints so City Manager Sitton contacted then-Police Chief John Boyd who agreed to provide on-call security patrols for night hours at allPhoenix public buildings which would eventually become known as "Boyd's Men."
