In 1933–1934 during World War II Tempe supported both military activities and civilian needs by creating several airfields including Mesa Air Force Base (later known as Phoenix-Mesa Airport) which served as a training ground for fighter planes and bombers; Chandler Army Airfield (now Chatsworth Army Airfield), which served as an axis airfield for bomber groups based at RAF Bovingdon in England; Peoria Municipal Airport (now Peoria Municipal Airport – Central), which handled local passenger service; and North Base Camp on Roosevelt Roads serving remote artillery batteries used during World War II operations across centralArizona. By 1945 it had become apparent that Tempe would not be able to support heavy military activity without major new construction so Maricopa County united with neighboring Pima County to form what is now known as MetroPhoenix thinking that there would be enough development hereabouts to warrant incorporation into a metropolitan area rather than remain an individual town or village. However incorporation never happened due to political opposition from Mayor Harry Heineman of Phoenix who felt that he could more effectively manage his own jurisdiction within Metropolitan Phoenix while continuing to have control over all aspects of community life including education, employment opportunities etc., making him veto any merger proposals). This proposed community annexation caused much controversy since Scottsdale City had been completely annexed by Mesa Valley Village earlier that year while Service Area #2 had actually been annexed by Scottsdale but only after heated protests from residents contending primarily about lost business opportunities due to competition from adjacent villages whose services might now be available directly to their customers via newly built roads or other public transportation routes bypassing their towns entirely On July 1st 1957 Scottsdale City officially joined MetroPhoenix becoming one consolidated municipality consisting of six villages plusScottsdaleCity proper with its own police department and fire protection system while ServiceArea#2 remained separatealthough adjacenttoMetroPhoenixand jurisdictionalonshipchangedfromScottsaleCitytowardsAjaxJunctionjustbeforetheUnificationofMaricopaCounty .
