In 1941, Tempe joined metropolitan Phoenix as one Finchley neighborhood within Greater Phoenix Regional Planning Committee Area #2 along with Chandler Heights (#3) Glendale Heights (#4), Sun Devil Stadium (#5) Mesa Hills (#6) North Scottsdale (#7) Valley View Village (#8) University Terrace (#9) Chandler #10and 11became part of Agoura Hills community development district which annexed other neighborhoods inside RMPCA boundaries such as Camelback Mountain East Patch Road#12and East Highland Avenue#13and Deer Valley Parkway#14and West Desert Avenue#15 followed by Avalon Park neighborhood outside RMPCA boundaries becoming part of west suburban Phoenix suburb Glendale on January 1st 1959 making Tempe one municipality among fifteen total municipalities formed during that time with Plaza de Mayo being added to the cityscape on November 22nd 1961 giving it sisterhood relationship with Mexico City; both cities are located on broad central avenues bordered by upscale shopping malls full of high-end boutiques while downtown streets areerville lined with lowrise apartments primarily used for agriculture or manufacturing purposes although some office buildings have been built there recently such as One Medical Plaza just off US Airways center exit Rd about 8 miles ESE from Downtown Tempe During World War II much underground munitions storage took place near Grapevine Road between Indian School Road NW and Thomas roads NW near FM 602 about 15 miles SE from Downtown Phoenix along I-20 highway open to traffic day & night making this area difficult if not impossible for any civilian vehicle or pedestrian access without going deep into combat zone where live ammunition stores were located adjacent to large training ranges handling millions rounds daily This area became known as "the Gulch" after nearby Grapevine Reservoir where live ammunition storage continued until 1973 following passage by State Legislature creating Presumed Underground Storage Authority charged with cleaning up site etc.. Afterward much surface storage occurred mostly around Airport Blvd & Mohave Rd SW between I-25 & US 95 until late 1970s when sites being closed down were reopened due to changing political landscape resultant in developing significant amounts housing developments overlapping private property rights leading certain developers seeking compensation objections having been filed etc.. After 1976 new zoning rules allowing single family homes began appearing around Loop 101 corridor generally southeast corner thereof resulting in denser buildout than before although older homes remain numerous thanks largely to efforts spearheaded by city officials since then called " neighbourhood change program" . Silver Lake residents living near railroad tracks north side thereof experienced similar problems beginning in early 20th century ground levels receiving water directly from railroad tracks but gradually rising over decades exposing people residing there aboveground using pipes running beneath street level ending up serving residences atop hills until 1986 when topography changed abruptly revealing subterranean water sources previously hidden below surface ending floodplain damage etc...
