Arizona is home to the oldest continuously operating ammunition plant in the United States. The first commercial ammunition plant was built in Tempe, Arizona Territory on the site of what is now Scottsdale High School in 1867. Ammunition production continued at this facility until 1942. In 1903, a new ammunition factory was constructed in Tempe by American Armory and Machine Works Incorporated (AAMW). This factory produced armor-piercing bullets known as "bombshells". The output from this factory helped make Tempe one of the most important cities for ammunition production during World War I. However, following World War I, American Armory went bankrupt and its assets were seized by the US government. In 1922, AAMW reopened under new ownership and resumed operations producing munitions including artillery shells and torpedoes. Today, American Armory still manufactures munitions including artillery shells and torpedoes in Tempe. The company has also developed a new line of ammo specifically designed for airburst rifles known as AP rounds. These rounds are intended to provide high damage against targets at close range with little collateral damage.

In 1903 the Phoenix Rifle & Gun Company Ltd., along with 3 other companies formed the American Home Defense Association (AHDA). This association provided mutual assistance for homeowners who were targeted by terrorists or anarchists during World War I. After World War I ended the AHDA disbanded but some of its members continued working together under different names until 1934 when they finally merged into the National Firearms Association (NFA)
