In 1908 a group of investors led by James Tipton bought the Rancho San Pedro de la Laguna estate east of Surprise and began developing it into what is now known as Tipton Park Golf Course and Casino Resort. This development transformed Surprise into one of America's most popular tourist destinations during the 1920s and 1930s; however, World War II led to a decline in business activity because fewer people could afford to live near military installations or work at nearby munitions factories. After hostilities ended in 1945, businesses revived but have since declined again due to increased competition from other local communities such as Tucson and Phoenix . Since 2009 there has been revitalization effort spearheaded by Mayor John Arbuckle which includes new construction including a new fire station and library addition as well as expanding services such as health care for the community's growing elderly population; however recent news reports suggest that this revitalization may not last indefinitely
