The town rapidly grew and renamed itself after various other sites in order to attract settlers. In 1916, the Arizona Territory was created and Surprise became its capital. As the territory grew more populous, so did the demand for land and resources, which led to conflict between residents and developers. Despite this problem, Surprise continued to grow until it had a population of over 10,000 in 1930. By that year, the city had annexed portions of neighboring towns in order to create what is now known as Downtown Surprise. The years following World War II were difficult for Surprise because of the hard-won military victory against Japan. However, despite this setback, the community slowly bounced back and reached its heyday during the late 1940s and early 1950s when it enjoyed high levels of economic development. However, since then things have been going downhill for Surprise as population growth has outpaced economic growth. Nevertheless, thanks to some strong local leadership including Mayor Donny Hickey and City Manager Jeff Brownell, there are still attempts underway to revive downtown business sectors such as music clubs (which have failed in recent years), art galleries/museums (which have also failed), and restaurants (which have started up but struggled). Despite these challenges, there is still hope for Surprise – especially given its rich history and future potential – because it has an estimated population of just over 12,000 people today who continue to make their mark on society.
