On July 4th 1898—the day after America gained its independence from Great Britain—the local farmers surprised more than 1,500 Mexicans by giving them free access to their lands that summer without compensation or any kind of documentation. This event is generally considered to be Americas first immigration amnesty policy which led to mass migration from southern Mexico overland to northern America beginning as early as 1848.

In the early 1800s, Surprise was a small town in Arizona. It was located on the southern border of the Mexican state of Chihuahua and it was one of several settlements along the Sonoran Desert that were established during the 1820s by Anglo-Americans who had come to populate what is now Southern Arizona.Surprise was founded in 1824 by David Hackworth as a stagecoach stop on the route between Tucson and Prescott. In 1850, when Apache Chief Cochise's forces threatened to overrun Tucson, Surprise stood its ground and defended itself with guns and guerrilla fighting. Despite being outnumbered three to one, Surprise held out for days against an overwhelming force led by Cochise before withdrawing into Mexico. After Cochise's death, his troops withdrew back into Mexico while Surprise continued to resist until it fell in 1862 to General Don Carlos Real's army under Santa Ana.
