Polk giving away land grants for Mexico when they made deals with other countries during negotiations for annexation during World War I. They also found out that most Mexicans did not have national or municipal identification cards which meant they could not vote or get services such as water or electric service until after becoming citizens of their new country. In 1912 Robert Hinkle established the prosperous Hinkle mercantile company at what is now Apache Junction on Valentine Rd., just north of Surprise Lake (now known as Surprise Hollow).
