Surprise was founded in 1875 by George Hanks and his wife Nellie as an agricultural outpost on the San Pedro River near present-day Scottsdale. In 1886, Hanks named it Northville after his home town in England. He also established a flour mill there and a sawmill. After World War II, small-scale industries gradually disappeared as new fields were developed in nearby areas such as agriculture or mining. In 1957, NorthVILLE merged with East Valley City to form Surprise Mills Incorporated. The company became one of the leading manufacturers of paper products in America and produced more than 1 million metric tons of paper products annually until its bankruptcy in 2002. At its peak production volume the company employed over 200 people and generated $60 million in annual revenue; however, it failed to maintain continued profitability through challenging economic times and filed for bankruptcy again in 2006 before being sold to SCA Paper Products Incorporated for $8 million in 2007. In 2009 SCA Paper Products announced that they are discontinuing their operations due to weak demand from consumers and difficult competition from larger companies who have replaced their older products with newer ones without investing into research and development (R&D). Consequently Surprise's decline began which led to community activist groups working together to promote minority entrepreneurship within Surprise because this would create new jobs which would be good for the economy overall; however this never happened because Surprise's mayor vetoed all these plans despite community activists' pleas until he changed his mind later that year when he saw some positive progress being made within Surprise thanks to black entrepreneurs After years of planning by local entrepreneur Mosely Brownell (a self-taught engineer) surprise reopened its downtown core business district known as "The Village" on September 12th, 2013 following a two year remodel costing over $10M USD including streetcars running throughout downtown every day 365 days per year! This program provided free transportation access for businesses across town while still painting all public surfaces white so people could see what business is actually open! This event marked the beginning of another rebirth for Downtown Surprise!
