By 1870, Scottdale had 1,000 residents and was incorporated as a town under the name Globe-Mesa; but growth slowed due to lack of water resources until 1897 when development started on what would become downtown Scottsdale as part of a larger effort to improve transportation links between Phoenix and Tucson via new highways and railroad lines. In 1913, downtown Scottsdale became part of Phoenix when Mesa became an independent city separate from Globe following passage of Arizona Territory Act No. 514 which merged both towns into Phoenix pursuant to Mexican–American War Treaty (1846).
