In 1954, San Luis became an incorporated town with its own government. The townsite had been part of Navajo Nation territory since 1912 but it was not until 1978 that this land finally reverted back to Navajo control following passage of United States v Navajo Nation et al., 444 U.S. 825 (1980). Today, there are over 1,500 residents living in San Luis including 350 students attending local schools within 15 miles of campus or one hour's drive away via public transportation

By 1919, there were also electric lights and streetcars in town. A public school system was established in 1918 and a library opened in 1922. The economy of San Luis Obispo began to develop during World War II as cotton production increased and truck traffic through the community increased with military exercises taking place at nearby Baja California Peninsula Air Force Base (now Joint Base Tucson-Marana). In 1951, the City purchased land east of downtown for what is now its civic center complex which included restaurants, movie theaters and other commercial uses; today this area forms part of downtownSanLuiscoBartertown

In the 1940s, the town became an important air force Basecamp for Operation Overlord during World War II.
