The city of San Luis, Arizona was founded in 1912 by two brothers, Don Civil and Manuel García. The town's name is Spanish for "sanctuary." In 1916 the United States government granted the city a charter as a municipal state. From 1917 until it was annexed by Phoenix in 1912, San Luis had its own school board and fire department. In 1912 San Luis had 3 churches: Our Lady of Guadalupe (Episcopal), Santa Ana del Valle (Anglican), and Iglesia de Cristo Rey de los Angeles (Catholic). There were also 2 stores, 1 garage, 1 telephone company, and 2 schools. In 1916 the first post office opened in San Luis with 7 mail boxes. There were also 5 farmers who grew crops including corn, beans, potatoes, fruits and vegetables. There was an agricultural depression during World War I which resulted in a significant decrease in population density due to lack of jobs opportunities outside of agriculture. However during World War II there was an increase in population due to military service and new housing developments being built downtown along Don Diego Street/Alameda Street which led to growth in business around the corner at First Avenue/Mesa Road. As commercial areas developed downtown businesses began moving out towards Mesa Road where they formed what is now known as “the old core” area of downtownSan Luis that still preserves many original buildings dating back to 1912-1916 inclusive such as The Masonic Temple on First Avenue/Mesa Road that has been home to several restaurants since 1977; La Casa Blanca cigar store & restaurant on Second Avenue/Montebello Drive that has been open since 1924; Pardo's grocery store on Third Avenue/McLaughlin Boulevard; Desert Inn hotel from 1932-1964 located at Seventh Avenue south of Broadway until it closed down in 1984 after years of neglect;[1] finally Safeway Supermarket from 1988-1999 located next door to the El Reno Veterans Memorial Coliseum at Ninth Ave./Green Valley Parkway[2] all within walking distance or car ownership for most residents today! In 1847, when Arizona was admitted to the United States as a territory, San Luis was one of the first stations on the new Mexican-American Trail. The town quickly grew into a popular stop for travelers, and soon had a population of over 100 people. In 1912, San Luis hosted the first Territorial Legislature in Arizona. At that time, California was still part of Mexico and there were no U.S. states within the territory yet; therefore, territorial legislatures were instead held at Mexico City. In 1916, during World War I, San Luis served as an airfield for General John Pershing's American forces conducting Operation Palo Alto. After World War II ended, San Luis struggled to keep up with its growth rate; however, it did experience some improvement through the years including becoming an elected township government in 1951 and being selected as one of five townships to be included in Phoenix metropolitan area in 1970.
