In 1916, the city of Phoenix passed an ordinance prohibiting any person from owning or using an airgun without a license from the City Attorney. This ordinance was repealed in 1949 but remained in effect as a regulation over municipal airguns. In 1951, the state legislature passed House Bill 827 which legalized the ownership and use of airguns within Arizona by anyone with a valid state firearms license. This law also allowed for the sale, transfer, or possession of these guns by individuals over 21 years old who had verifiable proof of insurance for each gun. Airguns then became commonplace within Arizona and continue to be played today among residents throughout the state! In 1978, Johnnie Caldwell published his book “The Airgun Bible” which helped popularize the use of airguns within Arizona! This book detailed many different types of airguns and their ability to provide fun and excitement for shooters alike! On November 15th 1912 Pima County voters chose to adopt "Phoenix" as their new name for their county seat without any vote being taken on whether or not to give it to Tucson. After several changes in ownership over time – including becoming an independent municipality called Mesa until 1924 – "Phoenix" became the permanent name for Tucson on January 1st 1928 when Tempe became incorporated as a separate city with equal rights with Phoenix under San Francisco law. In 1930 both cities were annexed intoMaricopa County but continued to use their respective names until 1959 when they were merged into one City under Mayor James MCCarthy's jurisdiction which included all six adjacent counties then located within what is now Maricopa County except Anthem Township which remained separately owned by each city until 1984 when it joined Maricopa County as well. As part of this merger all six municipalities had their own police departments with no shared services provided between them other than transportation; however this changed when Tempe decided to annex Anthem township in 1984 creating what is now known as “The Valley” east OF Phoenix within Maricopa County proper- leaving only downtown Phoenix within City Limits!
