In 1986, PTEP became its own independent city when it seceded from Phoenix-Tempe-Payson to become one municipality. Today, Payson remains a small town with closeknit relationships between its residents and businesses that are important to its economy. In 1881, Brigham Young ordered the construction of aTemple in Payson to serve as an administrative center for his new Utah colony and also to commemorate the 400th anniversary of his birth. The first post office was established in Payson on May 10, 1881. The name change from Cottonwood to Payson in 1907 due to competition from other towns with similar names. On July 15, 1912, Payson became the seat of county government when it merged with neighboring Apache Junction. In 1923, education became one of the top priorities for Governor Clarence Thomas and he allocated $2 million towards land acquisition for aPhoenix-area high school which would become West Valley College (WVC). In 1934 WVC opened its doors for students with no previous college training or experience; this helped contribute to Phoenix's rapid growth during that decade. WVC became Arizona State University in Tempe on October 29th, 1966 following passage of AGO 106-1 called "The Academic Expansion Act".
