In 1903, when President Theodore Roosevelt made his famous speech to Congress regarding American Indian policy, he designated Payson as one of three " Modoc Reserve" locations within Arizona to be managed by American Indian Affairs Commission (AIA). This designation signaled a new era for Payson as it began to play an important role within AIA's jurisdiction. After World War II ended, many businesses relocated to Phoenix because of its booming economy and high job opportunities. However, since 1984-1987 there have been several attempts made by local farmers to reestablish contact with their ancestral land around the Navajo Nation east of Interstate 10 which they claim bisects their holdings spiritually and culturally speaking. However, following an influx of white Americans in the 1920s and 1930s, Payson's population increased again until it reached its current level.
