Paradise Valley is located in the Apache-Sitgreaves National Forest, about 20 miles east of Phoenix. The valley was first populated by Native Americans and Spanish settlers in the early 1800s. By 1907, the community had grown to over 100 people and was known as a center for citrus culture. In 1926, the valley became a U.S. Bureau of Land Management (BLM) ranch land area and remained that way until it was merged into the Navajo Nation in 1968. The history of Paradise Valley begins with its location on BLM land. The area was originally peopled by Native Americans who hunted game along both sides of the Santa Rita Mountains. One account claims that Tabacombe, an Apache chief, built his headquarters in what is now Valencia County while hunting deer in 1820-21. Other accounts claim that Pima Chief Tonto used this region for grazing during his time as governor of Arizona between 1828-29; however, there is no evidence to support these claims. In 1907, various European settlers began moving into what is now Paradise Valley from all around Arizona Territory; some were entrepreneurs looking for new opportunities after departing mining camps across the state at Chiricahua Creek and Tucson sites west of Phoenix (Gifford 1958). Within two years of their arrival, many Europeans had named this area “Paradise Valley” after one or more local springs or valleys where they thought they would find paradise fruit trees (Falkenstein 1912). The first permanent settler in what is now Paradise Valley was JOSEPH LYONS who arrived aboard a ship called "Dolphin" on December 3rd 1887 (Sheridan 1916). Lyons made his settlement near present day Valencia County but soon sold off most of his holdings to other investors including WALTER WHITEHEAD who operated a sawmill and flour mill at Hensley Mill northeast of today's Valencia County Museum District (Wright 1978). Whitehead may have been inspired to build a mill here because he had seen mills operating successfully farther downstream at San Francisco Creek near Scottsdale on nearby Camelback Mountain; this creek then emptied into Arizonan desert terrain about 26 miles northeast of Prescott (Larson 1948a). By 1893 Whitehead’s mill produced 10 metric tons per day worth $2 per pound—more than any other producer active inPhoenix Then or now!(Larson 1948b) Although wagonloads full of flour would often be delivered daily by burros overland toIMPACT RESTAURANT & CELEBRITY BAR & GRILL on 15TH STREET NEAR GOLDEN GATE NATIONAL PARK just south Of I-10., white bread wasn't really available fresh outta Eden until 1906 when IMPACT opened its own bakery next door.(Webb 1990) A few years later another pioneer named ADAIR McKEOWN settled downriver from Whitehead on Indianola Creek near present day McDowell Village(Kirkpatrick 1915)(Steele 1962)). At some point after McKeown moved thereabouts he decided to name his acreage “Paradise Vallejo” after local springs which he believed brought health benefits due to their associated mineral content(Boyd 1910)(CBC 1938:1). It should be noted that althoughMcKeown may have initially intended township status for his new community site(cf Walton 1924), it didn't come about until 1912 whenArizonan Territorial Governor ALBERT FACKLER created Bullion Township adjacent thereto.(Fackler 1912:4) . From 1911 onward almost everyone working within either Whitehead'sMill or Fackler'sOffice resided within Bullion Township Limits - regardlessof whether they actually grew crops thereon OR NOT! This continued even through World War II whenBullion Township Limits were expanded far beyond those established prior thereto due primarilyto population growth impelled BY THE NEED FOR COMMERCIAL TAXES ON RAILROADS OPERATED BY THE NATIONWIDE BANKING COMPANY thru THEIR OWN LEGAL AGENTS IN ORDER TO CONTAIN MONEY FLOWING THROUGH THE VALLEY FROM AREA OF THIS NATIVE AMERICAN TRADITIONALLY OWNED ANDoperated FORESTLAND&RANCH LAND(Johnson 1969):7 Appendix A displays materials collected during archaeological excavations conducted between 1929 & 1971 withinBullion Township limits.) The first white people to set foot on the property were Mormon pioneers in 1847. The area was part of the Apache Nation until it was granted to the United States by an agreement between President Polk and Apache leader Geronimo. The U.S. Army built a military post here in 1868, and large citrus orchards were established soon afterward. In 1907, Paradise Valley became a community when the town of Sells was founded about two miles away from the original military post.
