In 1859, Don José de la Hoz expedition explored and claimed part of what is now Apache County when he crossed over from New Mexico into Arizona on his way to claim control over that territory from Spain. Because part of New Mexico was then under Mexican sovereignty, de la Hoz's proclamation placed Apache County within Mexican territory but did not recognize any British or American settlements there as official sites. In 1864, during Don Carlos Arias' rule as governor ofArizona Territory, Gadsden Purchase extended military jurisdiction over parts of Apache County east of Tempe Creek so that claims by Mexicans about Indian land could be determined without consulting the Native Americans themselves. In 1865-66 prominent citizen John Wesley Powell visited Oro Valley while on an exploration trip through Arizona Territory; he named nearby Tombstone Basin after his friend and mentor General James W. Carleton who had been commandant general at Fort Phoenix during the Indian Wars (1865-68). The discovery of large amounts of copper in Monument Canyon near Oroville led to increased Mining activity in eastern Arizona during the 1870s-80s; many pioneers also came to work at mines such as Cripple Creek and Moffat Mesa where Phelps Dodge built its main works starting in 1875.) Oro Valley, Arizona is a small town in the Phoenix metropolitan area. The population was 16,816 at the 2010 census. Oro Valley is located on the eastern edge of the Pinal County seat of Oroville and it is east of Phoenix and west of Tucson. It is bordered by Apache Junction to the north, Florence to the east, Chino to the south, and Scottsdale to the west. The first people who lived in Oro Valley were Native American Hohokam tribe members who called themselves "Tonto" because they were known for their swift horses. They built their first houses in what is now downtown Oroville about 1867. A post office was established at Oroville in 1889, and until 1911 it was named Globe Post Office. In 1912 it changed its name to Oro Valley after James Fenton Woodson, a rancher and mayor of Glendale during that time. In 1926 local residents organized a community association which became known as The Citizens League of Oro Valley (CLOV). CLOV acted as an advocate for development within the village limits while also fighting against annexation by neighboring cities such as Phoenix and Tucson. CLOV lost some battles but eventually won approval from both city councils to incorporate as a village in 1928 with a population of just 10 residents. The Village formed School District No 1115 with 14 schools serving grades K-12 including two high schools – Mathers High School (now Chico Hills HS) and Donnybrook HS – which opened in 1929 along with an elementary school (later renamed Holy Angels Elementary). The school district added two more elementary schools over time: Loretto Elementary opened in 1951 and Cypress Mountain Elementaryopened in 1969; both are now defunct Schools but remain listed on Building permits as part of adjacent properties owned by Anheuser-Busch Brewery Incorporated since 1984 when that company acquired Loretto Ranch land adjoining Holy Angels Municipal Park northwest of downtown Orvallus where much later Creekside Middle School would open concurrent with Holy Angels High School providing instruction through 8th grade mathematics there before closure effective 2003 due to funding cuts found throughout all Unified District educational programs statewide effective January 1st 2006 having been mandated by Governor Jan Brewer following her Statewide Mandate program addressed prior thereto funded through initiative 929 passed among our County Legislators duly enacted January 2nd 2006 pursuant To Republic Act No 11422 filed November 3rd 2005 entitled “An Act Relative To Education” also known hereafter AS “SB 1070” In response SB 1070 led then Gov Jan Brewer ordered Comprehensive Management Plan (CMP) prepared addressing all possible items impacting Unified District Educational Programs statewide including budget recommendations included hereinbelow As requested thereby averting any future cuts or wasteland type changes most likely affecting student programs herewithin At this point I ask your full attention please
In 1911, the Oro Valley Dam was built to store water from the Chiricahua Mountains. The dam is a earthen and concrete structure, with a capacity of 144 million gallons per day. It has been modified multiple times since it was built, most notably in 1966 when a seismic fault moved the dam 1.5 miles downstream and created an underground culvert that flooded much of the area around it.
