In 1912, the town of Oro Valley was founded on the site of a former ranch which had been abandoned due to grazing difficulties. The town rapidly grew as businesses established themselves in the area and new residents started arriving from all over western Phoenix County. In 1933, a state law was passed that made it illegal for any person under 21 years old to possess a gun without a license. This law remained in place until 1994 when it was amended to allow for gunslingers between 21 and 24 years old to have licenses if they had completed an NRA safety course. By 1934, local newspapers had begun reporting on crime rates in Oro Valley and decided to create a police department. The department's first officer was hired on December 1st, 1934 and served until May 5th, 1938 when he was replaced by Capt. Harry Wirths who served until 1955. During Capt Wirths' time, homicides decreased while aggravated assaults increased; however this change can be attributed largely to his efforts to crack down on drunken driving which led to several accidents resulting in injuries or deaths involving alcoholics. In 1956, Sgt Charles Everson joined the force as patrolman; he would serve until 1984 when he became captain after serving two terms as assistant chief (1984-1986). On July 12th of that year Capt Everson was shot and killed while responding to an emergency call at 6:00pm; this event is considered one of the most tragic moments for police officers in Oro Valley history because it left behind a void that has still not been filled since his death six years later.
