Oro Valley is a small town in Pinal County, Arizona, United States. The population was 2,027 at the 2010 census. It lies on the south bank of the Gila River, east of Phoenix and west of Tucson. The early residents of Oro Valley were Sheep men who came to the area in 1887 from Oregon. They named their settlement after nearby Oroville Dam which they thought would provide water for their farmstead. The first post Office was established in 1888 and was called "Dolores." In 1907, the name was changed to "Oro Valley" because there wasn't anything else nearby with that name. The first store opened in 1912 and it was located on Main Street. By 1920, there were five stores in Oro Valley and two banks; one owned by J E Beaumont (later renamed First National Bank) and another by W H Boreham (later renamed Wells Fargo). The population had reached 3,000 by 1930 when it declined to 1,858 due to World War II production shortages. However, during the war years Oro Valley experienced some growth as many soldiers returned home and started families here. In 1945 there were 9 businesses with a total payroll of $2 million; four churches also operated out of Oro Valley during this time including First Presbyterian Church which became one of America's largest Presbyterian Churches when it merged with Cathedral Roman Catholic Church in 1960. During the 1970s-1980s several large apartment buildings were built around town but few people lived here anymore as most people moved out into Phoenix or Tucson during that time period because those cities had more opportunities for jobs than Oro Valley did. In 1984 local resident Tom Branson developed an idea for a shopping mall near downtown Oro Valley which would be anchored by Sears & Roebuck department stores while other retailers would occupy smaller parcels around the mall core; this project failed to gain any traction until 1990 when developer Ray Smith bought rights to develop the mall from Branson for $5 million dollars ($ today). After much debate between Smith and city officials about what kind of development should be done at the now defunct mall Ray decided to demolish it all instead leaving just a shell consisting only of two entrances/exits surrounded by a high fence along its entire length - something that has been seen as an eyesore ever since! After much backandforth between Smith & city officials about what should be done with such an expansive property downtown finally City Manager Don Iverson agreed to allow development on half of downtown if it included creating jobs within city limits rather than just outside them like previous plans did; however no new construction ever took place as local investors consistently refused offers for additional land inside or outside city limits. Finally on November 25th 2006 Iverson announced that developers will begin building homes on 5 acres north side of downtown adjacent to Interstate 10 so long as they comply with all zoning requirements including constructing sidewalks & bike paths within Downtown Oriole valley which they have not yet fulfilled despite promises made numerous times over recent years Since then Development crews have intermittently been working weekends primarily doing demolition work associated with developing homes rather than maintaining infrastructure necessary for retail or commercial use such as roadways etc.; however this is slowly beginning to change as recently developer Matt McClain has submitted plans requesting approval from City Councilmember Donny Maynard (who currently chairs Downtown redevelopment subcommittee) for construction activity inside/outside Downtown Oriole valley throughout weekdays instead thereof solely demolishing old structures associated with nothing more than housing development
