George Armstrong who came overland from Missouri on horseback on July 6, 1867. He named his new rancho de la Rinconada after Spanish Mission San José de los Arroyos (now part of Chandler). Mesa quickly grew into a small town with a population of around 100 people when it incorporated as an entity on January 25, 1912. One of the earliest businesses to open in Mesa was Jardín Azteca which served Mexican immigrants throughout Arizona and California until 1942 when it closed its doors because of World War II rationing regulations that limited Mexican food items available at American supermarkets. During the 1920s and 1930s, Mesa experienced rapid growth due to both its location within Phoenix's expanding boundaries and the construction industry which began booming during this time period thanks to advancements in engineering techniques such as concretemixing and tractobeam construction techniques. One particular development that helped spur growth within Mesa during these years was the opening of Aztec Elementary School which had groundbreaking ceremonies on October 17th, 1928 by Mayor Harry Hays along with school board member Mrs.?Shelby Dyer-Dixon and local contractor James Sanger Sr.. The success of Aztec Elementary School led to increased demand for educational resources within neighboring communities such as Mesa so that all children could benefit from quality instruction regardless their social class or economic background. This trend continued through succeeding schools until eventually there were no more public elementary schools left in central Phoenix other than Heard Park Middle/High School which opened its doors in 1973 after being abandoned for many years due largely to budget cuts caused by state austerity measures during the early Reagan Administration. Today, students living near Central Avenue between First Street Southwest and Western Avenue attend nearby Heard Park Middle/High School while students located east-west along Central Avenue between First Street Southwest and Western Avenue attend nearby Pinnacle Peak Unified High School
