Mesa, Arizona is a city in Pima County, Arizona, United States. The population was 21,643 at the 2010 census. Mesa's rich history and terrain has made it an important community for ranching, farming, oil exploration and tourism. It is home to UA's main campus as well as several other colleges and universities. The area that now forms Mesa was first populated by the Hohokam people. The town of Mesa was founded on April 12th 1868 by Charles Waddell within sight of Tucson on the Rinconada River. In 1886, John Wesley Powell explored the Colorado River and discovered what would become Mesa when he found rocks with petroglyphs carved into them near present-day junction of Apache Road and Boulder Road. The area around present-day Mesa was part of Apache Chief Cochise's land grant from Pope Francis I in 1881. In 1912, portions of Pima County were annexed to Phoenix making Mesa the only city in Arizona without metropolitan boundaries at that time. In 1916 Gilbert Higinbotham built his first airplane hangar at 6th Avenue and McDowell Rd., just east of downtown Mesa which served as a proving ground for American aviation before World War I. In 1926 Gilbert Higinbotham became mayor of Phoenix after being elected to succeed Harry Hughes who had been killed in an automobile accident three years earlier while still mayor of Phoenix proper; Higinbotham would serve until 1951 when he retired to concentrate on his agricultural investments outside the city limits due to concerns about potential annexation by Phoenix following its incorporation into the larger government entity known as "Phoenix Municipal Utility District". After years during which few new businesses or residences developed in downtown Mesa (due largely to zoning laws prohibiting high densities), demolition began in earnest around 1975 for what became known as "the New City". The goal had been ostensibly to create mixed use development including office/residential buildings facing south onto Camelback Mountain Boulevard but this never happened because most developers either could not afford the $1 million+ per building permits required or decided against moving forward due to fears about how easy it would be for Phoenix officials – through eminent domain – to stop any such development should it occur accidentally or if there were legal challenges related thereto (e.g., buildings line Camelback overlooking Interstate 10 having been erected without permits)). A small business district did develop adjacent Downtown Mesa however these developments remain unincorporated today.. A major change occurred during Mayor Adrian Fenty's tenure when he abandoned attempts by then-Councilman Rick Nolan (D) to annex parts of Downtown Mesa resulting in a more open atmosphere towards commercial growth throughout much of downtownPhoenix.; This event is generally considered oneofFenty's biggest successes since he achieved broad public support for initiatives like creating Metro Bus service directly into Downtown along Convention Center Boulevard rather than going down McDonough Street past City Hall). From 2006 until early 2009 Mayor Dick Scranton unsuccessfully lobbied reversezoning ordinances passed by Councilwoman Mary Gonzales (D)) so that Arts & Cultural District specifically within block bounded by 1st Ave N., 2nd Ave N., 3rd Ave NE & Scottsdale Rd could be designated as a arts center district instead allowing single owner businesses inside those boundaries - something that ultimately failed; however this has led some insiders[who are opposed both politically and commercially]to believe that Scranton may have lost political capital since many Arizonans view him unfavorably overall given his history connecting himself closely with various special interest groups... currently two parcels located immediately northwest corner 1st Ave./N McClintock St./Pinehurst Dr.: These parcels [along with adjoining tracts located east/ northeast corner First Ave./McClintock St.] contain 528 acres +/- surface rights which together make up 17% (~$10 million) piece(s)portion(s)of total parcel size offered)... If all 528 acres +/- surface rights package were sold it would amount To $27 million... On Nov 13th 2009 Fenty announced plans To demolish all old buildings Downtown originally designed As Component Of NewCity redevelopment plan And replace Them With Prefabricated Buildings Which Would Be Less Dense& More Efficiently Built Than Original designs While Still Outlineing Future Development Plans For OldCity.... Some opponents argue That This Will Cause Significant Dust storms Which Could Affect Residents Close To Airports… Others Claim That Prefabricated Buildings Won’t Last Long Enough And Cause Other aesthetic problems Such As Rustication Of Poppy Fields Near Airport
