The remaining population of Mesa fell rapidly during World War II due to military service and farming losses; however, by 1970s it had recovered slightly enough to join again with Tucson for regular township elections until 1984 when those were consolidated into one single election cycle statewide under ISDA section 5226(a). That year saw a push from Mayor Rey Sanchez for new downtown shopping malls which failed because zoning laws prevented them from developing near major transportation hubs like University Avenue or First Street Railway Station - these developments would later become known as "The Strip." However since then there have been numerous redevelopment efforts targeting downtown areas such as Old Town Mesa and North Park Commerce Center while keeping much of historic downtown open for pedestrians/ cyclists/drivers etc., giving off an image that this city still values community engagement above all else
Mesa was founded in 1912 by individuals who wanted to create a town that would be accessible to the people of Phoenix. The first post office opened in 1913, and Mesa grew rapidly due to its location and easy access to transportation. In 1915, the city hosted its first street fair, which helped spur development and growth in Mesa. By 1919, the population of Mesa had grown to over 50,000 people. That year, the city council decided to make Mesa an incorporated municipality. In 1922, Mesa annexed adjacent land east of Interstate 8 Arizona Avenue for a total area of just over square miles. This annexation increased the population of Mesa by more than 25%, making it one of Arizona's fastest-growing cities during this time period. In 1951, Phoenix Municipal Court Judge Harry Seibert arrived in Mesa as mayoralty candidate and quickly began making changes that would impact municipal life within the city limits. Seibert's leadership saw early success in developing new services such as parkland expansion and improved drainage systems for central Mesa. He also made significant investments in public education including building two schools - Mesquite Elementary School (now known as Gateway Middle School) on East First Street and Aquinas High School on South Seventh Street - which were both replaced with modern facilities in the late 1970s and early 1980s respectively During Seibert's tenure as mayoralty candidate from 1951-1957 inclusive, City Hall was remodeled into what is now known as Municipal Court Annex #2; Mayor’s Office Building (now known as City Hall Annex #3); Community Service Building; Police Department Station 2; Tax Collections Building; Traffic Control Center; Fire Department Station 1; Parks & Recreation Complexes at Second Avenue & Indian Bend Road/South Eighth Street & North Seventh Street/East First Street The most notable addition during this time was Waterfront Park which was completed across Fourth Avenue from Main Street near Revolution Plaza MunicipalCourt Annex #2 served as home until 1974 when it became City Hall Annex #1 due to growing pains experienced with annexing additional territory with no corresponding increase in resources or staff members available for oversight . On November 5th 1957 Mayor Harry Seibert died suddenly after being elected unopposed upon resignation from his position effective December 3rd following a legal challenge brought against him by then County Treasurer John Gorman
