When Tempe City was founded in 1907 it included all of what is now Maricopa County except for a small area on the east side near Scottsdale that became part of Jerome Township in 1909. That year also saw the arrival of first white settlers in what would become Maricopa County – two brothers named John Waddell who homesteaded on land comprising much today’s downtown Phoenix. Arizona statehood arrived with Proposition 65 on Feb 14, 1912 which mandated that all male citizens over 21 must register with the state government within 72 hours or face criminal penalties including six months imprisonment and/or a $500 fine. On Apr 1st only those living within “the limits” had to registration; later it expanded to include any person within 10 miles either side limits without registration being required.
