In 1828, Governor Manuel López de Santa Anna issued a proclamation naming Phoenix "Maricopa County," after he claimed ownership of all that lay within it. At that time, only about 10 percent of present-day Phoenix was developed. In 1833–34, prospectors found oil shale near Springerville and began drilling for oil in what would eventually become Maricopa County. The discovery led to rapid growth inPhoenix because businesses could now come cheap to drill wells without having to worry about floods or other difficulties caused by watery rockslides
