In 1924, Phoenix annexed parts of Tempe and Mesa Counties which made it one large city with a population over 100,000 people. However, by 1928Phoenix had lost much growth due to prohibition which led to its loss of some residents to other areas while making others flee into poverty or crime syndicates controlled by organized Crime Families such as La Cosa Nostra
The Maricopa County seat of Arizona was first established in 1912. It served as the capital of that county until 1916 when Phoenix became the new capital. The original territorial government of Arizona was organized on Valentine's Day, February 14th, 1912 when 3rd District Judge James K. Polk assigned the area around Prescott to that territory.
