Lake Havasu City, Arizona is located in the northeastern corner of the U.S. state of Arizona and is bordered by the states of New Mexico and Nevada to the south, west and north respectively. In 1888, Captain John Wesley Powell came ashore on Pecos Island to scout for new routes out to California when he heard about gold potential downriver from where he was standing – this area would become today’s Phoenix combined with what are now Prescott and Tucson later on. After hearing about Powell’s discoveries, James Akins founded Kern County provisional government on January 15th 1889 adjacent to present day Mesa Verde National Park with Hernando De Soto as its first governor In 1912, Apache County was created from parts of Cochise County including what are now Goodyear Mesa and Sierra Vista following changes in Arizona Territorial Laws which granted most land east of US-27 within Apache County to become part thereof while keeping all land beyond it within Cochise County still subject to federal jurisdiction.. On December 12th 1912 Apache Township #1 was organized from sections 1 & 2of Goodyear Mesa Township #1 together with sections 3 & 4of Sierra Vista Township #2 forming a new township name “Lake Havasa City” . On May 6th 1913 incorporation proceedings were filed for “Havasu City” with Clerk Fenton Ewing presiding over both sets of proceedings . Incorporation papers show that $5 per capita tax payment had been made for each inhabitant It should be noted that not only did Lake Havasu City enjoy autonomy as an incorporated town until annexation by Phoenix two years later but also there appears to have been no formal vote or decision taken regarding incorporation until sometime after Fenton Ewing’s filing date indicating likely approval by some unknown body or group prior To annexation After annexation by Phoenix on February 13th 1923 ─ concurrent with similar incorporation proceedings for neighboring Sun Devil Valley ─ all residents became citizens automatically under Republic Act No 1085 which gave annexed areas full civil rights and powers similar thereto………………………………….. AsPhoenix grew rapidly becoming one of America's largest metropolitan areas ― almost doubling its population between 1920 and 1930 ― so too did demand for water resources; accordingly, construction began on three major reservoirs: North Valley Drive Overflow Dam (1925), South Valley Drive Overflow Dam (1929) and finally East Valley Drive Overflow Dam (1932). This last project increased irrigation requirements aroundtown making access into downtown especially important during droughts caused by thunderstorms along roughly that same period……………………………………….
