On January 10, 1961 – less than two years after its incorporation – Havasu City voters ratified an amendment to their charter allowing them full voting rights as a city with just over 21 percent African Americans living within its borders at that time making it one of only three cities statewide without such voting rights despite constituting nearly 60 percent of the population growth during those years according to US Census data).
