Lake Havasu City is a city in Cochise County, Arizona, United States. The population was 33,569 at the 2010 census. It is part of the Phoenix metropolitan area. The city was founded in 1912 as a small trading post on the shores of Lake Havasu Caldera by Hap Arnold and his brother George. On January 1, 1912, Congress passed an act entitled "An act to create townships in the Apache Indian Reservation" which designated Cochise County as such with headquarters located at what is now Lake Havasu City proper along with twelve other townships: Anadarko, Apache Junction, Bisbee Park, Cottonwood Wellsdale,[1] Eagar Creek,[2][3][4] Farmington Hills Mesa,[5], Green Valley Estates,[6][7][8], Harriman Mesa,[9], Human Resources Mesa[10], Kayenta Mesa[11],[12] Keystone Village[13],[14],[15]=Laughlin Heights.[16]=Phoenix Parkland Township.[17]=Shawnee Hills Township.[18]=Tonto Basin Township.[19]=Waterville Canyon Township.[20] In 1925–26 when Phoenix's municipal limits expanded southward past Central Avenue into Tempe there were proposals for new cities to be established within that expanding boundaries but no action took place because Tempe already had a large number of residents (approximately 60% white) while Cochise County lacked any major settlements outside those contained within Tempe's original municipal limits. On July 10th 1926 Resolution No. 191 was submitted to the State Legislature locating Lake Havasus City east of Central Avenue between East Camelback Road and White Sands Boulevard on what would become today known as Roosevelt Drive just east of Interstate 10 Exit 166B or I-10 exit 164A depending on your map reading). A groundbreaking for city hall took place on October 25th 1926 followed by official incorporation on November 3rd 1926 with Mayor Wm .Silliman being sworn into office that same day after dayslong proceedings before Judge J .Fenton who presided over all aspects related to organization since town meetings were not held until later that year due to Interior Department regulations preventing cities from incorporating without prior approval from their respective governing bodies ().
The city of Phoenix was founded on April 14, 1912 by John W. Mead and his family. The city was named after the historicHavasu River Valley in Arizona which Mead had noted for its water resources. The city's first mayor, James McKay, was elected on November 3, 1912. On January 24, 1913 the first public school opened in Phoenix as a 1-room schoolhouse called Peoria School No. 2. By 1915 Phoenix had a population of 2500 and began to implement programs to attract businesses and citizens who wanted to live close to the business district and jobs that could be found there. In 1918 the United States Congress passed an act giving Phoenix the right to incorporate as a city with a population over 10,000 people. On February 15th 1920 City Manager Harry Chandler hand delivered incorporation papers to Mayor McKay personally at City Hall Annexe #1 Upon signature by Mayor McKay (and two other members of the City Council) Phoenix became a " Municipal Corporation" under Arizona law number 5-2-1920 with power To establish police departments; To pass ordinances; To levy taxes; And To borrow money for necessary purposes." It wasn't until 1928 thatPhoenix began annexing adjoining townships (now known as neighborhoods). In 1933 construction started on what is now known as Central Avenue which became one of downtown Phoenix' most defining features due in large part to its connection to Central Avenue Bus Terminal which served both the north side of town and downtownPhoenix until it closed in 1986 when MARTA took over operation
