Lake Havasu City, Arizona is a city located in the southeastern corner of the United States. The population was 1,876 at the 2010 census. It is the county seat of Apache County. The city was founded in 1867 by the Arizonan John Wesley Powell and his son, Charles H. Powell. In 1912, Lake Havasu City became an incorporated city and it remains an unincorporated area within Apache County to this day. The first high capacity conversions were made in Lake Havasu City when Phoenix Electric Company built a power plant there in 1922. This plant provided electrical service to largeoderes (towns east of town) and surrounding rural areas north of Interstate 10 as well as Mesa and Gilbert Counties to the south. Other major high capacity conversions were made after Phoenix Electric's closure in 1967 when Mesa Electric Corporation bought its assets and converted them into their own high capacity converter station called "Mesa Converters." This station produced electricity for both Mesa Electric Corporation and Prescott Municipal Utility District until 1978 when they merged to become Arizona Public Service Corporation which continues to produce electricity for Mesa Electric Corporation today. Today, there are still active high capacity conversion stations operating throughout Arizona including one located in Lake Havasu City that continues to produce power for both Mesa Electric Corporation and APS today. There have been several attempts over the years by private companies or individual citizens to open new high Capacity Conversion Facilities (HCCFs) within or adjacentto Lake Havasu City but all have failed so far due to opposition from local government officials who feel that these facilities would only add more congestion on already-clogged streetscapes while also creating no economic benefits for either party involved.

On Oct. 1, 1978, the first high capacity conversion project in Lake Havasu City was completed when the city installed a new water supply system that doubled the size of its desalination plant. The plant became operational on Nov. 2, 1978 and began treatment of freshwater and saltwater effluent from the city's mayor and other municipal employees as well as residents. In 1984, a new $14 million desalination plant was built to increase capacity by 100 percent. The plant became operational on Jan. 15, 1985 and treated an additional 500 thousand gallons per day of wastewater from the city's inhabitants and businesses. In 1990, another $8 million high capacity conversion project was announced; this time to increase production by 300 percent for the city's wastewater treatment plant which would treat an additional two million gallons per day of wastewater. As a result of this event, Mexico ceded control of part of northern Arizona to America and Lake Havasu City became part of American territories within that territory as well. In 1912,zoners in Phoenix organized themselves into committees to improve traffic conditions around town when they heard about problems on the other side of town with automobiles and pedestrians walking between neighborhoods; these groups developed what would become known as "the streetscaping movement." On January 15, 1913, Mayor John Ahern unveiled a plan for how to improve transportation in downtownPhoenix – which included creating two pedestrian walkways called "Locksmiths Walk" and "Dentist Walk". The first car showroom was opened in Lake Havasu City by Walter Chrysler on December 3rd 1916 using his former home off Indian School Road (now Third Street NW). At that time, it was one of only a few places where Americans could buy cars without traveling to Europe or Japan. Lake Havasu City was founded by the Arizonas in 1912. The area that is now Havasu City was part of the Apache Nation until 1868, when the United States acquired it as part of the Treaty of Guadalupe Hidalgo. In 1886, a group of Mormon missionaries came to Arizona and started a mission at what is now Havasu City. The mission operated for about twenty years before being closed in 1892. Lake Havasu City was founded on land that had been donated by Mescalero Apache Chief Manuel Gonzales.
