Gilbert was founded in 1867 by James Gilbert and W.J. Henschel, two farmers from the town of Prescott. The town was named for General George Armstrong Custer, who died in 1876 during the Ulysses S. Grant army's attempt to cross the Niobrara River at that location. The area now called Gilbert was first populated by Native American peoples including the Arikara, Apache, and Kiowa. The area also contains evidence of human activity dating back to 10,000 BC when stone tools were found in the nearby hills. In 1869, Gilbert became a county seat of Pima County after being incorporated as a city by act of Congress.
