The area was first inhabited by the Pima and Apache people, who were responsible for much of the land that now makes up Fountain Hills. In 1828, a group of American soldiers under General John Woolridge invaded what is now Mexico and encountered the Pima and Apache people. The soldiers were met with resistance, and as a result, many of the Apache people died. As a result of this battle, some Americans decided to settle in what is now Fountain Hills. They began building log cabins and farming land around 1828. However, it wasn't until 1868 that someone started commercially growing crops in what is now Fountain Hills. That person was George Wright Sr., who founded Wright's Farms Incorporated. In 1924, Mrs. Lillian Ebeling opened her own store in Business Park which remains an important part of the community today. In 1951, when Pima County became a countywide district, Fountain Hills became its district headquarters with its own police department and fire department). Today, Fountain Hill continues to be home to some of Arizona's most important businesses including Burger King Company (a subsidiary of McDonalds Corporation), IBM Thomas J Watson Research Center (the largest private research center in Arizona), Mesa Community College District #2A (one of only two college districts in Pima County), First Baptist Church (founded in 1892) and many more smaller businesses and organizations

As of 2016, Fountain Hills was the fastest-growing settlement in Pinal County. Fountain Hills began as an agricultural community in 1907 on what is now the east side of town. By 1912 it had become a small town with a post office and three stores. The first proper fountain was built by George Witherspoon in 1914 for $1,000 and became known as "The Fountain of Youth." In 1916 dentist Smedley Butler donated land to make way for a hospital and health center that would serve the community. The first building opened in 1917 as The Valley Hospital and became one of Phoenix's most popular tourist destinations until it closed its doors in 1984 after years of financial difficulties. When Phoenix annexed Fountain Hills in 1968, all remaining businesses within boundaries of today's city were annexed too - effectively ceasing business operations within the original walls which are still visible from some areas northeast of downtown (the so-called "Old Neighborhood"). In 1971 developers built what is now known as City Hall Square on 100 acres south of Interstate 10 between Shea Boulevard and Camelback Road; this site served as home to municipal offices until 1988 when they moved into their present location on North First Street across from McClintock High School. A new plaza has been developed adjacent to City Hall Square since 2008 which includes a pool and gymnasium/multi-purpose room used by both city government services (police department, fire department) as well as private entities such as Scottsdale Community College and Fashion mall SBASUSIANT which occupy space formerly occupied by Recreation Department records before they moved out during recent renovations that included removal or addition of several artworks including two large bronze sculptures depicting Native Americans traditional life cycle rituals referred to locally as "The Pioneers" designed by sculptor Loren Honsinger who also created similar statues for Diamondbacks baseball stadium (now Chase Field). Also located near City Hall Square are: two restaurants - Ben & Jerry's ice cream store adjacent to McClintock High School where students often stop for lunch during school hours; Pizza Hut; Marriot Marquis Resort Hotel -Phoenix's only international hotel located next door to CenturyLink Field across from McDowell Park Golf Course; ASU Tempe campus housing developments containing 509 units distributed over 7 blocks north/southwest corner streets facing University Drive with entrances at Seventh Avenue NE just east of SR 520 exit ramp off I-10 freeway; American Wellness Center -a chain fitness chain based out of Scottsdale AZ multiple locations throughout metro Phoenix
Fountain Hills was founded in 1885 by H.L. Fountain, a miner and rancher. The community grew rapidly due to the railroad and other businesses that moved into the area. In 1914, the town had a population of over 1,500 residents. In 1950, it passed through a period of growth and development thanks to the arrival of the Phoenix metropolitan area. The population peaked at 6,300 in 1990 but has since declined slightly.
