Fred Clements opened a general store on Main Street in 1888 which became an important commercial center for the area until it closed its doors around 1940s when farming replaced retailing as the mainstay of community life In 1901, two men – John Bullock and Wm Hite – organized what would become known as "The Cowboys" gang to fight several bandits operating out of Tombstone on horseback or with shotguns while their partners rode into action behind them to provide cover In 1911, Harry Smedley built his largest ranch complex outside of Phoenix; it included over 100 acres including some land where Fountain Hills now stands In 1924, Fenton Water Company began operations providing water to residents of Fountain Hills through underground pipes system beneath Creek Road As per capita income increased starting around 1950s with more people moving into larger towns like Phoenix looking for better schools opportunities nearby; crime rates started declining too making Fountain Hills one of most crime-free communities in central Arizona Later during this decade some small businesses started up such as Sam's Club which anchored shopping district downtown today remains unchanged since its establishment back then
