Fountain Hills is an agricultural community in eastern Phoenix, Arizona, United States. It is bordered to the west by Scottsdale and to the east by Chandler. The population was 20,903 at the 2010 census. The communities of Fountain Hills and Deer Valley were both founded in 1907 as part of a program by then-Governor John W. Weaver to establish new towns in central Phoenix so that farmers could sell their produce more efficiently. Both settlements were named after natural features such as springs or rivers in nearby cities. In 1911, Fountain Hills incorporated as a town and adopted a plat of land bounded on the south by McDowell Road and on the north by Central Avenue. The first store in Fountain Hills opened its doors in 1912, making it one of the earliest businesses in central Phoenix. Some residents early on developed irrigation systems for their crops, which helped keep the area lush with green until recently when development has taken over again significantly altering aspects of these rural areas characteristically dependent upon agriculture for sustenance and jobs for many people today. In 1940, during World War II, Fountain Hills became home to two airfields: Luke Air Force Base (later Offutt Air Force Base) on Scottsdale Rd., east of I-10 and Kirtland Field on Apache Rd., southeast of I-5
