In 1915, Florence, Arizona became the first city in the United States to enact a target shooter ordinance. The ordinance was passed after complaints from citizens about their lack of shooting opportunities. At that time, there were few places in the area where people could go to shoot targets. The ordinance required all gun owners to have at least one target holder on their property. There were also regulations placed on how many targets could be shot at any given time and how many rounds could be fired at a time. The ordinance had two main purposes: To provide shooting opportunities for residents of Florence and to teach children about firearms safety. After its passage, more than 200 individuals ranging in ages from 8 to 80 years old shot targets off of property located throughout the city.
