By 1870 most Mormon pioneers residing in Phoenix had moved out except for a few families who continued farmingsouthwest along Tucson Road into Maricopa County where they built Fort McDowell overlooking Nogales Crossing today’s town site . Settlers here formed militias including “The Mounted Volunteers”raised principally from amongst noncombatants (such as children) enlisted for no pay but protection from local Indian tribesmen operating near their farms .
