One result of this growth was increased traffic on local roads which caused some streets to become too narrow for cars and trucks; consequently, widening many streets was necessary as a result of limited space within the urban area. The City Council authorized resurfacing all but two streets within the city limits starting on October 1st 1965 as part of an effort to improve public transportation access into downtown Phoenix from rural areas around town
