The El Mirage area has been inhabited for more than 4000 years by Native Americans and later Apache and Mexican-American settlers. In 1912, Attorney General of Arizona George Fenton appointed Edward H. White to develop land east of Utopia Canyon called "White Mesa" because it would be free from irrigation lines that would have ruined the chaparral country around it. White found water sources on his new property and began to build a ranch there in 1913. In 1924, White sold his holdings to Gilbert Atherton who named it El Mirage after himself and some other friends who had come to visit him in Tucson while he was still attorney general. He built a hotel with 136 rooms near the center of town which became known as Atherton's Hotel; this building still stands today and is used as an event hall by community organizations such as AZ police officials meetings and government functions). It served as the county seat from 1928 until its relocation to downtown Phoenix in 1952 when Tempe became the county seat again (At first Tempe was divided between Maricopa County (the eastern portion) and Pinal County (the western portion), but Ennis decided that Tempe should have its own sheriff so Tempe moved into Ennis' office). Atherton also developed what is now Airport Village across Mesa Road from his hotel; this development included a large shopping plaza with department stores such as Sears, Kmart, JCPenney, FinishLine Inc., Ford Motor Company dealership, apartments and multiple golf courses nearby. The village failed during the Great Depression but resumed development following World War II when El Mirage became an airbase for United States Air Force bombers operations over southern California during World War II (El Mirage also hosted Douglas Aircraft plant until that company relocated their manufacturing operations elsewhere after World War II). The airport closed in 1988 although military use continued until 1996 when all commercial flights were grounded due to ozone depletion problems caused by ground fires at nearby McCain Air Force Base executive airstrip.) It reopened briefly during 1999-2000 under name 'Phoenix Sky Harbor International Airport', however no international flights happened because then-President Bill Clinton declared October 12th National Air Traffic Day outside of America due To global warming concerns effectively ending any hope of Reconfiguration Plan being implemented nationally effective soon thereafter.).
