The canyon itself became known as "the ghost range" because people reported seeing large shadows moving in it during the night. In 1912, architect Alfred C. Smith designed and built the first home in El Mirage; he also built a water tower to serve the community. In 1931, El Mirage incorporated as a city and began to grow rapidly due to its location on Interstate 810 and its access to railroad tracks that made it convenient for businesses and residents who needed transportation into Phoenix or Tucson. The city's growth led to increased congestion on I-810 which caused traffic jams that could become hours long during peak times. In 1984, Congress passed the Omnibus Traffic Bill which amended Section 10 of Title 23 of the US Code making El Mirage an unincorporated rural township again within Pima County without any municipal vote or ability to regulate its own affairs except for matters pertaining to fire protection, public health (including zoning), trash collection, police services and streetlights

The first store in El Mirage opened in 1914; it continued to be open until 1955 when it closed down due to economic factors. In 1937, El Mirage began receiving mail from Phoenix via the US Post Office; this service ceased operations in 1951 because of budget cuts within the Post Office system. In 1941, during World War II, El Mirage became part of United States Military Command Area No.-4 which suffused much of southern Arizona with military activity including air raids against Tucson on December 5th and 6th 1944 which destroyed civilian homes and killed over fifty people (the majority women). On September 25th 1945 General Douglas MacArthur arrived at Love Field Airport outside Phoenix for his biannual Army-Navy Review where he made his last public appearance before being transferred to Japan on October 15th 1945 after having won World War II as generalissimo of all Allied forces
