As an incorporated city, Douglas had full municipal powers and control over all aspects of local government including zoning and building regulations; however, it retained many of the functions granted to villages or townships under state law. The City Council has sole authority for ordinances passed pertaining to public health or safety within the limits ofDouglas; no other type of ordinance may be passed without the consent of both the Mayor and City Councilor appointed thereto at least four days prior written notice having been given to all parties interested therein; any increase or decrease in population shall not make such an increase or decrease effective until final determination has been made by either body as to its effect upon said limit...
