The first school in Douglas was built on the corner of Main and Central Streets. In 1915 the town hall and many other buildings were purchased by the Pinal County Board of Supervisors from Juanita Baca Reeves and her husband W. H,. Reeves. Mrs. Reeves served as its first president from 1919 to 1921 The city of Phoenix annexed Douglas on April 12, 1956; it had previously been a part of Pima County but became a separate municipality under state law effective that date. The City Council voted 5-2 to annex because Douglas had outgrown its rural infrastructure and needed more services to support its growing population and economy. The annexation set off a yearslong battle between Phoenix and Douglas over control of municipal boundaries that ended with final approval by the Arizona Supreme Court on October 15, 1984
