In 1938, he was elected as a Republican to the Seventy-third Congress (1938–1941). He served two terms and was not a candidate for reelection in 1940. He resumed his legal career and moved to Phoenix, Arizona, where he became a successful real estate agent. In 1959, he married Jane Wyman Foxx; they had two children. From 1961 until his death in 1976, he served as Mayor of Phoenix.
