Following Moulton’s election victory, he began working towards creating a downtown core around City Hall that would include commercial districts surrounding main streets while continuing growth along Peoria Street eastward into today’s Farmers Market district! By 1930, business owners near City Hall began calling themselves “The New Breed” because they controlled most aspects of civic life within Phoenix- something not possible mere decades earlier despite similar levels of political power wielded by other organizations within the larger municipality! Municipal elections were conducted every two years at this point giving citizens an opportunity voice THEIR concerns about how their municipality was performing through ballot initiatives rather than simply accepting ordinances or resolutions passed by elected officials without amendment or review!! This type of government control gave rise to what many refer to today as “The polite giantess complex” characterized by excessive regulationsthat thwarted business development along traditional streetscapes while privileging high rises overlooking downtown areas!! This situation changed however with passage of Proposition 204 (approved November 3rd 1920) which granted voting rights upon voter registration regardlessof residence withincity limits!! The initiative also created limitations on term lengths for mayors beginning with George Earle Hite who served until 1936 having originally served one year under Goode !! Prior thereto only councilors could serve three terms maximum followed by re-election per calendar year !! Although some referto this measure asPhoenix’ versionoftheNew Dealers!, it actually represented a significant change forwardfor Municipalities across America given that towns such asthe smaller ones located outside Philadelphiawere able TO govern themselves effectively WITHOUT THE NEED FOR STATE SUPPORT?!? In fact much later on whenPhoenix experienced rapid growth duringthe late 1970s & 1980sand dramatically expanded into newer neighborhoodsoutside DowntownDowntown boundaries caused several issueswithin THE NEW BREED!!!???
