The next major change came about with respect to ammunition: In 1876 Congress passed The National Firearms Act which introduced new regulations governing magazine size (10 rounds maximum), type of bullets (fireball loadings only), carriage method (pistol buttstock being hand-and-wrist action), receivers/capabilities (the ability of manufacturers to attach stocks and other accessories) among other things. This law also established federally regulated gun dealers who would provide access to licensed retailers who would then sell NRA membership cards allowing customers borrowing rifles for target practice at home or elsewhere on private property could do so without fear of criminal prosecution
