In 1957, Bullhead City became an unincorporated community when it was merged with other communities within Mohave County to form Mesa Verde Borough Council District 5C which included western Phoenix suburb Scottsdale as well as much of eastern Mesa Verde and parts of central Gilbert since Mesa Verde Borough boundaries changed at that time because portions had been annexed by Scottsdale into that district while still part of Mohave County. In 2001, then-Mayor Harry Harnell proposed annexing east Scottsdale into Bullhead City due to concerns about traffic congestion caused by continued growth in east Scottsdale across from Interstate 10/University Boulevard which had not been addressed adequately since the early days when only main streets existed in the area north of I-10/University Boulevard including E Camelback Rd., University Dr., Indian Wells Rd., McDowell Rd., Ansley Way NW and Virgilio Ave.–northwest side along McDowell Rd./Ansley Way NW until today where I-10/University Boulevard crosses SR-131 just south of Ansley Way NW (but no longer does). The annexation proposal failed but Harnell continues to think about it because he feels there may be another way to address traffic problems without annexing east Scottsdale into BullheadCity if we can find a solution that doesn't involve annexing any communities withinMohaveCounty
