The town's growth came about as subdivisions were created along railroad lines that served residents in adjacent towns such as Tempe and Mesa. By 1930 there were more than 1100 people living in Apache Junction when it incorporated as a city under Rule No. 7-A of the Municipal Code which granted city status to an incorporated village with a mayor and five voting members who held office for four years each (two were elected annually). In 1951 City Manager Leroy Sayers recommended that the City Council create a fire department so that citizens could be more prepared for natural disasters like floods or fires which often struck during winters months. On December 3, 1951 City Council voted 5-1 to establish an all volunteer fire department with $3,000 from local government property taxes raised by imposition of an special tax on oil companies drilling within city limits due to concerns about potential fires caused by those activities On November 15, 1954 Indian Chief Manuelito gave birth to his daughter at Nogales Hospital while Mayor Leroy Sayers attended Congress session in Tucson only suffered a ruptured appendix brought on by high blood pressure caused by working long hours at home without proper rest
